You can download and use iTel mobile Dialer free of cost. But your service provider needs to register with iTel Mobile Dialer. If he is registered, please ask from him his 'Operator Code'. (Once any service provider is registered with iTel Mobile Dialer, he will get a Operator Code. )
Install the dialer in your mobile phone and input Operator Code and PIN information.
Please save the program on your phone's memory instead of storage memory. If you save on phone memory, then program will ask for operator code, and PIN information only for the first time, otherwise it will ask for every time you run the program.
